Artistic Articulations In Cultural Policy-Making
Dissertation
Artistic Articulations in Cultural Policy-Making.
On the Constitution of Collective Actors between Politics and the Political.
The central goal of my dissertation is to sketch the relational a(nta)gonistic relationships between Berlin’s cultural and administrative protagonists. By means of semi-structured interviews, participatory observation and policy document analyses, I examine how Berlin’s contemporary cultural policy is (co)produced through the articulatory practices of artist initiatives and organizations. Koalition der Freien Szene (Coalition of the Independent Scene; KFS), a multi-disciplinary coalition of Berlin-based artists founded in 2012, is examined as empirical case study to delineate the processes of political articulation and collectivization amongst artists in Berlin. The specific case of the City Tax, a levy imposed on tourist overnight stays since 2014, is analyzed as the policy issue illustrative of a potentially new form of deliberative cultural policy-making between Berlin’s cultural stakeholders and Senatskanzlei für Kulturelle Angelegenheiten (Senate Chancellery for Cultural Affairs, SKA). In the fall of 2013, KFS had organized a campaign advocating for directing the newly generated City Tax revenue towards additional funding for the independent scene, which is currently heavily under-funded in contrast to cultural institutions.
Research Questions
How did KFS emerge? Why now? Which mechanisms of equivalence/difference, inclusion/exclusion and articulation/disarticulation does KFS use to participate or intervene into Berlin’s cultural policy-making? How does SKA evaluate this (new) form of dialogue? What is SKA’s understanding and vision of Berlin as a ‘Creative City’? How are these (official) notions of Berlin as a ‘Creative City’ contested by the diverse communities of artists and cultural workers? How does KFS articulate its political critique and demands differently in relation or contrast to other, ‘older’ cultural protagonists such as Rat für die Künste or Haben und Brauchen?
